Based on previous year's cut-offs, it is difficult to get Computer Science Engineering branch or Electronics and Communication Engineering branch in JSS College and NIE Mysuru. So, you can try for seat in some other Colleges for your KCET rank as there is lot of deviation in the cut-off rank and your KCET rank. Cut-offs varies from year to year and depends on many factors like caste category, number of seats available, number of students appeared in the exam, difficulty level of the exam, etc.

Yes, you are eligible to do B. Tech in CSE after completion of your three years Diploma in ECE course. there is a condition that you must have good marks in diploma. To get admission in B. Tech second year, you need to appear in Lateral Entry examinations like LEET, ECET, JELET examinations which is conducted by your respective state entrance examinations board.vas well as if you want to do your btech from private then you should apply for lateral entry for btech course in cse of your choice private college.

As per your percentile is concerned let me tell you that you won't be able to get cse branch in this percentile because the cut offs are higher . In this percentile you can get branches like oil technology, plastic technology, food technology.
Regarding IIITs you won't be able to get low branch in these in IIIts. You should instead try for private colleges such as VIT Vellore, SRM University, Manipal University .
