Congratulation first of all on such a great rank. It seems you have made up your mind that you want to take admission in Jadavpur University only. Since you haven't mentioned any quota i assume you are a general category student. According to you rank you may get following streams :
1. Civil Engineering
2. Power Engineering
3. Metallurgy
4. Production Engineering etc.
You have a good chance at these streams not only Power.

You have perform quite well in Wbjee exams and I think you can get a seat both in ECE at Kalyani Government Engineering College and power Engineering at Jadavpur University.
Other than this you can try for some other departments at Jadavpur University also. There are other Government Engineering Colleges as well through wbjee exams like Jalpaiguri Government Engineering College and Maulana Abdul Kalam Azad University of Technology. You can also get your desired branch at these colleges.

Since you want to take admission in M.E power eelctronics and Drives department in Anaa University then if you are from the home state applying for the admission then it would be good decent score of 40-50 out of 100 and if outside the home state then 50-55 would be a decent score

I see that you are confused between power electronics and power systems in mtech. Considering both i would say that power electronics is slightly, just slightly tough than the power systems. But if you are serious about mtech then you should go for power electronics, as there are new researches inn it. But if you ask for job wise then power system is slightly better in govt. sector enterprises. So it completely comes to your interset,but i would suggest to go for power electronics.
We have seen the ratings for NIT Goa,it's 3.4/5.It's one of the top centrally funded institute of India.
It offers median package from 4.8-6 lakhs.Infrastructure reviews are not so good .

Both are Good Colleges,let me Tell You IIT-ROPAR Power System Is Quite Better Than IIT-Mandi Power Electronics But If You have Completed Your UG-Electronics Background then You Can Go For Only Power Electronics,That will give PAce to your Career.
