Hello there. Hope you are doing good. I would like to tell you that the eligibility criteria for BE/B.Tech requires a student to have passed 10+2 with Physics, Chemistry, Maths as subjects. Since you are having 3 years diploma in Mechanical or Electronics Engineering, it might not be considered equivalent to 10+2.

Programming is must for every Electronics Engineering field except H/W design field.
But knowing programming will really help the H/W engineer also to do better H/W design. Every ECE engineer must master C programming skill before completing the degree.

Accoriding to your category rank (23) and percentile (98.8), you will get power electronics for your M.Tech course in CEG campus. Also you have to wait for some time because CEG campus will releases its lists on its official website from where you need to confirm.

cutoff score changes every year, depends on certain factors like number of participants, questions difficulty level, seat matrix, students category etc. based on previous years closing rank you have tough chances in general category or bc E category seats in power system or power electronics in any of the colleges mentioned in question. this year electrical engineering gate qualifying score was high, which makes a chances of increasing the cutoff marks for admission in Institute .

You can apply for both NEET and JEE if you have filled their respective eligibility criterias. A minimum of 75% marks in diploma is required for JEE eligibility along with other criterias. For NEET eligibility percentage of class 12 will be considered.

As for studying into foreign universities you need to score minimum of 6 in each band in the entrance exams such as IELTS., TOEFL etc. As far as the top universities are concerned you might get a chance to study in waterloo as you have to score more than 6 in each band for getting the admission.
