Employment Certificate is issued by the company/employer of a firm as an evidence that the particular person had worked or has been working for a particular period of time. You need to provide your parent's Employment Certificate, if applicable, to claim Non-Local status during the counselling. Candidates whose parents are in the employment of this State or Central Government, Public Sector Corporation, Local Bodies, Universities and other similar quasi Public Institution within the State and Candidates who are spouses of those in the employment of the State or Central Government Public Sector Corporations, Local Bodies, Universities and educational institutions recognized by the Government or a University or Other competent authority and similar other quasi Government institutions within the State are eligible under 15% of the available seats, i.e. Un-reserved, if you are non-local and wants to seek admission under 15% unreserved category you need to provide your parent's Employment Certificate or spouse's employment certificate whichever is applicable in your case.
See for most of the police services, for a male candidate the minimum height is required to be 160 -165 cm which is around 5.2 to 5.5 ft. So yeah! You are eligible but before applying I would recommend you to check the official notification as well regarding the physical standards.

Yes, you can apply in Tamil Nadu for state quota but you will have to get a domicile certificate made for the same which will act as a verification proof that you belong to the state of Tamil Nadu.
Otherwise, the normal criteria of domicile is that the candidate must have completed his/her class 10th and class 12th education from the same state. So, if you have completed your class 10th and 12th from one state, you will be considered a domicile of that state. If not, it is highly advisable that you get a domicile certificate made for yourself to be produced at the time of counselling through state quota.
