Generally if you score above 70 marks you get to select any stream of your choice and fetches you a rank of under 10,000 which is the safe side of the exam.Uf you score below 50 you can get streams like Electrical,civil or mechanical.It is a good college overall and you can easily get CS if you studied well.The placement in the CSE is best in this college.

Opening and closing rank includes common rank list (CRL), however during counselling procedure if you belong to any reserved category then your category rank will be considered for admission. And for this you need to submit your caste certificate, if you fail to do so then you will be considered a general category student and will be given admission on the basis of CRL.

You can discontinue the course but you might have to pay the entire course fee or the fee for that particular year before leaving to get your certificates back which you have submitted at the time of admission. The procedure to discontinue the study and get the certificates back varies from one college to another so you need to enquire in your college administration regarding the rules and regulations. You need to then apply for the admission to Engineering in the college you are interested to seek admission. see you did not mention the exam name, however I am assuming you have applied for manipal entrance test for b.tech admission. see cutoff score changes every year and it depends on some of the factors like number of applicants, questions difficulty level, seat matrix, students category and so on.
however 106 out of 240 is average score and have possible chances for chemical engineering, however it would be best to try for others entrance exam as well to make best chances for admission.
