According to 2018 cutoffs of KCET, with a rank of 70066, you can get Civil engineering at MVJ college of engineering. You can also get Chemical engineering, mechanical engineering, electrical engineering at MVJ college of engineering, Bangalore. You can also get Electrical engineering at Sri Sidhhartha Institute of Technology, Tumkur. 

yes with a rank of 17500 and belonging to OBC category you can get a seat in RV engineering college,Bangalore . you can get civil or any other branch at that college .

Both the streams are different from each other where ECE deals with designing circuits and different electronic components and devices, you need to have a good knowledge of physics to excel in this branch, on the other hand CSE deals with programming these circuits you need to use logic to do programming. You need to evaluate which subjects attracts you more. The placement scenario is some what similar for both. Also it depends upon your knowledge in the subject to get a good package.
