If you are already in btech 1st year in some college, you aren't allowed to change your college for second year unless and until you give some competitive exams again and get some other college on merit. Only diploma students are allowed to enter in second year directly btech. For you, if you give an competitive exam, then you will need to reappear for first year in the new maybe better college.
