Separate States have different number of applicants, and different number of Government seats under the Home State Quota, so kindly tell about the State and College you are interested or are applying for.

I have seen the CAP form online and it has the option for select category so it should be allowed. You have to have State EWS certificate though.

Hello student as per BHU reservation criteria 10 percent of seats are reserved for EWS category student.
For example if total number of seats are 100 then 10 seats are reserved for EWS category student.
As per BHU seat matrix total number of seats in BHU campus for BA Arts hons is 765..then 76 seats are reserved for EWS category students.

If a candidate wants to claim the EWS reservation, he or she must produce Caste Certificate, Caste Validity Certificate and Non-Creamy Layer Certificate at the time of physical document verification process. However, the EWS candidates should also produce eligibility certificate issued by the competent Authority.
So yes, you need a non creamy layer certificate along with other certificates.

I would like to say that EWS category is not based on student's surname . It is only based on family income which should be less than 8L,should not hold a house of his own, should not own a land of more than 1000 sq units.

See as per your marks scored in NEET and considering your category it's quite difficult to get any of the government colleges for BAMS or government seat in any BAMS college but yes you can try for some private colleges for their Management quota seats.
