With EWS certificate, you will have 10% reservation for seat allotment. But the fee stucture will be almost same for every student taking admission in a particular college or may be with a very minimal difference between OC/OBC and SC/STs.

According to your Budget it's not possible to secure a MBBS Seat in any Private Medical College of India.
Fee Structure for MBBS Course in Deemed Universities (They are also Private and allotted by MCC All India Counselling): Minimum 10 lakh rupees per year to Maximum 25 lakh rupees per year.
Fee Structure for State Private Medical Colleges (Allotted by respective State Quota Counselling): Minimum 7 lakh rupees per year to Maximum 16 lakh rupees per year.
Some State offers Subsidised Government Quota Seat to their Domicile Students in State Private Medical Colleges but your Marks are low to secure a Subsidised Government Quota Seat in a State Private Medical College, But Comment down the name of your State I will look for the possibilities available for you and I will give you the Cut offs for your State Private Medical Colleges.

In JoSaa councelling,you can select as many colleges as you want. It is always preferable to select the maximum no. of colleges as this increases the probability of getting the seat in the college. So,select the maximum colleges and rearrange them in order of your preference.

Yes you can obviously get medical colleges from other states . For that you have to apply for All India counselling. But I am afraid to inform you that with your marks it is almost impossible for you to get government medical colleges in All India counselling for 15% seats despite of EWS category. You can get good private colleges though.

Yes sure. If your open rankgives you higher chances of getting a seat in your desired institiute then you can obviously go with your open rank.
At the time of counselling they will allot you seats on the basis of your open rank. If you want to use your quota rank then only they will allot you the seat based on your quota.
As ews category student can get a seat in the open category.

Since you have not mentioned your home state so considering it as Maharashtra according to your profile.
According to the marks and category mentioned by you in the question your rank is expected to be in the range of 60290 - 72440. So on such marks and rank you have good chances of getting some private colleges under state quota but not government medical colleges according to previous year's cut-off of Home state quota. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 445 for Indian Institute of Medical Science and Research, Jalna under Home state quota for General category and EWS category has comparatively lower cut-off.

According to VNR VJIET there is no seat reserved seat for EWS category.So you have to check your chances on the basis of open rank.Now according to previous year last round cutoff of VNRVJIET the closing rank is 17k , as your EWS category rank in 4402 it is impossible that your open rank is below 17k.Hence, you can not get the admission in VNR VJIET.
