You can still try in state counselling for remaining 85% seats . Different state counselling cut offs vary from each other. For different states it depend upon availability of colleges, student number etc various things . You have not mentioned your state . You must mention that for us to answer precisely. You must go for your respective state's counselling. Though chances for you are tough for you in there also for government colleges. However you can get easily many private medical colleges. According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

Yes you have a very good chance to get a government medical seat in Rajasthan through state counselling as your state rank is very good. A score of 500-550 above can be considered a safe score and a score above this , will be even better and will assure a govt. seat.Anyways considering your rank some of the possible options for you are :

Now, look, as you don't write the marks got in ipe, I can't predict your actual rank. Here is the calculation procedure of ap eamcet merit marks:
Total score= IPE score + EAMCET score
IPE score= [(Total group marks for 600)/ 24 ] gives you marks out of 25
EAMCET score= (75/100)*EAMCET normalised marks.
Just go through it & you may get your merit score.
