According to the category rank you have mentioned in the question you cannot get any of the NITs or good GFTIs as per previous year's cut-offs until and unless you deserves Home State quota but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. You can try for some colleges like :-

I assume you are asking about the NIT cutoff. The EWS cutoff rank would be usually between general and OBC category .So last year for chemical engineering for home state candidates the opening rank was 27875 and the closing rank was 36954 and for other state students , the opening rank was 38289 and the closing rank was 55405. And keeping in mind that this year it may increase a little bit ,for the EWS category the expected closing cutoff rank this year would be around 38-40K for home state students and around 50000 for other state students.

I would like to inform you that in order to get a seat under EWS quota, you need to score really higher since the cut-off for EWS category is the highest one and the seats are very few. So with a percentile of 78, it's harder to get a seat. You can use our college predictor tool for predicting the colleges for you.

Those are adequate marks to get admission in a government college. You actually are eligible to get seat in AIQ counseling. But if you're sure you are getting a good seat in State quota, you needn't go for AIQ counseling because they have around 15 seats in a college of 100 seats. Whereas in state quota, you get 85 seats out of 100.
You could also go for both counselings if in much doubt.

The cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available. So do try.
