I would recommend you to check the notification of the Pune Metro, it must be mentioned there the date after which the EWS certificate must be issued is mentioned there. Usually its provided that the certificate must be issued after the March, 31 of the previous year i.e., 2020. So its highly probable that your certificate is valid although I would recommend you to recheck the notification.

The cutoff for B.Pharm depends on category as well as on the college. Every college has different cutoff. As per previous year cutoff the Chanakya Education Society's Indira college of pharmacy has cutoff 82.68. The college in Wardha have 85. 94 cutoff. Likewise cutoff for every college is different. So try for all rounds you can get government college easily.
