No you cannot get seat in any of the NITs on such EWS rank because the closing EWS ranks were around 7-8k and you are much far away from it.

According to previous year cutoffs trend, there is very low chances for you to get government college for MBBS in your category in Andhra Pradesh. To get government college one must score atleast 540+ marks in NEET UG exam in your category.
Also in private medical colleges you can get admission in MBBS only through management quota. However the cutoff changes every year due to various factors such as number of students participated in counselling and number of students attempted exam, difficulty level of exam, reservations and more. In NEET 2020 kerala state quota cut off marks for EWS category candidates was Air 25114 and 590 marks and state rank 3129.
So if we compare your expected marks then it is way below than previous year cut off marks so there are very rare chance that you will get govt mbbs college in Kerala State counseling.
Although you may get self financing private medical colleges at your marks in keam counseling,you can try for that.

Nothing fixed can be said until NEET 2021 results come out. Cut offs and ranks are subject to change every year depending on the difficulty level of the paper, the number of seats available and the performance of the students.

Last year the cut off of government medical colleges in Uttar Pradesh under EWS category through state quota was a rank of 16979. In 2020, this corresponded to 606 marks while in 2019 this corresponded to marks between 570-561. So based on this you may or may not get government colleges in Uttar Pradesh. But you can surely get management quota seats in private medical colleges of Uttar Pradesh.
