Nope! If you wish to take admission on the basis of JEE MAINS rank then you can go for it. Its not compulsory to appear in JEE ADVANCED until and unless you want to study in IIT's. As you don't want to give JEE ADVANCED there is nothing to worry about the JEE MAINS category.

Based on your category rank, under All India seat (since you did not mention your home state) you might NOT be able to get into majority of NITs under Other State quota and Gender-Neutral seats. However, you may have a good chance in Home State quota depending on the state, however, you may have to compromise for branch. I will advice you to post a new question with your home state as well.

First of all percentile does not decide what college and branch you'll get but it is the rank that decide the same. Now this year the cut off percentile for EWS category is 66.2. Now taking a look at last year statistics you might not be able to get into the NIT. But since this time the cut off is low you might get bottom list NITs but not CSE. But dint lose hope there are many other good colleges.

We regret to inform you do not have any chances to get seat in Computer Science Engineering in NIT or IIIT or GFTI with such category rank. Taking the previous year cut off in to consideration you need to secure a rank under 7000 (EWS rank) in JEE Main in order to get seat in Computer Science Engineering in NIT or IIIT. But your category rank is above 7000 so you do not hold any chance to get seat in NIT or IIIT in the preferred course. You may have to seek admission in any other institute accepting JEE Main score.
The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

The seat allotment of IIITs Depends on factors like Community, Category, Gender. It is very difficult to predict which college you could get as cutoff changes every year. But if we see in 2020, the EWS rank of last student in gender neutral category was 6705 in IIIT Nagpur. While in IIIT Sricity, the EWS rank of last admitted student was 6551.
