Well if you didn't fill Gen-EWS category in JEE MAIN then you will not get any EWS category rank. So you cannot change your category during JEE Advanced registration or form filling. You will be considered in General category and you need not to upload the category certificate. Hope this may helps you.

Your score is too low to get any govt BDS college either in AIQ counseling or bihar state counseling.
NEET 2020 AIQ counseling cut off marks for BDS was Air 25897 ( marks aprrox 590+) for ews category.
In bihar only two govt dental college are there which cut off are almost same as AIQ cut off for BDS.
So there are almost no chance of you getting govt BDS college at your expected marks
Although you have good chance of getting private BDS college in bihar or other states at this marks.

It would be better for me to help if you can share his AI rank or gen rank rather than EWS Rank , as per previous year database .. if his gen rank is within around 50000, he can get chance for admission in NIT Andhra Pradesh .
