As per the general rule only one exam paper can be submitted from one seat number and if more than one paper submitted from one seat number then authority will take action as per their guidelines. But in most of the cases the paper of that particular candidate got cancelled in such case.

As per your question, NO you cannot write the betterment or improvements exam next year. The improvements exam is only conducted once for that year itself, and cannot be written in the coming years, that is not possible. So if you fail this year, then you need to write the supplementary exams. Or else try to pass in this exam.
