Yes an Indian can appear for ISAT examination.
Indian citizens of a maximum age of 26 years are eligible for application at ISAT. However, the privileged applicants are given a relaxation up to an additional 4 years.
The 10+2 Examinations or any equivalent examination must have cleared from a recognized Board / University.
Appearing for JEE (Main) and JEE (Advanced) is absolutely necessary for the applicants. In the Advanced examination, General category applicants must score an aggregate of 20% with at least 5% marks in Physics, Chemistry and Mathematics individually. OBC category applicants must score an aggregate of 18% with at least 4.5% marks in Physics, Chemistry and Mathematics individually. SC / ST / PwD category applicants must score an aggregate of 10% with at least 2.5% marks in Physics, Chemistry and Mathematics individually.

No, you won't be eligible for jee advanced 2023 .
This is because,
One has a total of two attempts for JEE advanced over two consecutive years starting from the year of appearing for 12th board examination i. e as per , eligibility criteria one is eligible for JEE advanced examination only in the year in which he or she appears for 12th board examination and the next year following it.
So, with 12 th appearing year as 2021
you were eligible for jee advanced 2021 and
you are eligible for jee advanced 2022 only. Thus, not eligible for JEE advanced 2023

One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of passing 12th board examination.

It doesn't matter you are scoring right now and what percentage you get. Donot lose hope if you are not awarded first rank in the class due to some health issues or anything else. What does matter now is whether you Crack the entrance examination or not and the percentage you will get in class 12th boards. See, it never matters until you are questioned about the marks scored in class 12th or something else. So don't worry for what you are awarded with.
Better focus on further but donot let it happen again. Prepare well for upcoming exams and bang on the first attempt. Get your dream college and be happy.

Yes, you will be eligible to give JEE Mains exam. The criteria to give JEE mains exam is not top 20 percentile or 75% aggregate. You can still give JEE mains even if you are not able to score 75% in your 10+2 level or even if you are not in the top 20. The minimum 75% aggregate was for admissions in NITs and IITs which the officials have removed due to COVID situation. So you are eligible to give JEE mains as well as admissions in NITs on the basis of JEE main score. You will not face any problem.
There is no authorized announcement published by NTA regarding CUCET PG 2022.
CUCET 2021 Registration Form was announced on 16th August 2021 .
So, this year we can predict it roughly around the August month. But last year their world was recovering from a pandemic so maybe this year the application form will publish a slight before.

According to previous rules rules for the harcourt butler technological University Kanpur up which is a state university for taking admission in B tech courses with 90% and more than in 12 std as direct admission. But now this Rules have been changed and any candidate securing 90% marks have to appear for entrance test like deemed university entrance test or JEE mains. There is no chance for getting direct admission in har court butler State University Kanpur Uttar Pradesh.
