No, hotel management students are not eligible for Food Inspector exam.
Those who have completed graduation in Agriculture/ Pharmacy/ Food Technology/ Dairy Technology from a recognized university are eligible to apply for Food Inspector exam.
Government hires food safety officers based on the state civil services exam in the concerned state. A student can pursue BTech Food Technology, BSc food science, BE food technology to become a food officer in India.

The answer to this question is no it doesn't change. The syllabus remains the same every year. Here is the syllabus you can refer to.
FSSAI is going to conduct CBT (Computer Based Test) for various posts released in FSSAI recruitement. The exam pattern for FSSAI consists of two parts:
General Aptitude and Computer Literacy: General Intelligence, General Awareness, English Language.
Functional Knowledge
There will be 120 MCQ questions in total.
The duration of the exam is 2 hours.
Marks assigned for each correct answer: 4.
Marks deducted for an incorrect answer: 1.
General Aptitude and Computer Literacy: 25% weightage.
Functional Knowledge Test: 75% weightage.

Yes, it is better to start your preparation as early as possible, that is, from 1st year.
According to the maximum age limit for FSSAI recruitment, for food analyst, it is 35 years, for Assistant Manager, Assistant Manager (IT), Assistant, Hindi Translator, Personal Assistant, IT Assistant, Technical Officer, Central Food Safety Officer, it is 30 years and for Junior Assistant grade-1, it is 25 years.
In order to prepare for this exam, you need to understand the exam pattern and go through the syllabus thoroughly. Solve previous years' question papers and study reference books. It is advisable to set a time table for academics and FSSAI exam preparation. You must learn short tricks and time management. You can attempt mock test. You can go to a private tutor too, in order to clear your doubts in time.

As you have applied for ews certificate in the year 2020. And now as you said are going to sit for an exam so let me tell you that kindly issue a new ews certificate of the current year as ews certificate is valid for one year.
If you are showing your current income in your ews certificate then you don't need to worry , your application won't be rejected.
Ews certificate is for those whose:-
1- Family income is less than 8L per annum.
2- should not own more than 5 acres of land.
3- should not own more than 1000 sq ft of home.
See both the posts are good and the pay scale typically the same. Now in Railways, the recruitment process is a bit longer and the notification of vacancies are irregular. Where as for the FSSAI every year the notification comes out. Also the promotions are faster in FSSAI compared to that of the Assistant Section Officer in Railways. Now the facilities are better in the ASO like it has free train allowance, education of child allowance which are not in FSSAI. So both the post good with there own demerits and merits. Now you have to choose on the basis of your interest.
