see cutoff score changes every year and it depends on certain factors like number of candidates, questions difficulty level, seat matrix, students category, choice of stream, etc. however you did not mention which of the course you have applied and it really difficult to predict the chances of selection just based on score. the students are shortlisted based on overall performance of students and number of vacancy available.

Yes, MS Ramaiah accepts PG CET ranks. Unfortunately it is difficult for you to get admission in MS Ramaiah for MBA in finance.
The cut offs in MS Ramaiah goes really high. Last few year's cut offs for 2A category for MBA finance in the final rounds were around 660-700. The cut offs may vary from year to year on the basis of the change in number of candidates appearing for the entrance, total no. of applicants, difficulty level of the exam etc. However, your chances seem less for admission.
