Yeah you can start preparing for any competitve exams from mid of 6th semester because at that time period is for doing internships and making projects. Many students start their preparations from 6th semester.

To study Human resources management in any college, you need to sit for any of these entrance exams like CAT, CMAT, XAT, ATMA.
CAT will be conducted on November 2021. The registration has begun in the 1st week of August, 2021. Registration for XAT will begin from the 2nd week of September, 2021 & the exam is apparently in the 1st week of January, 2022. The exact date is unknown. Rest of the exams are over for this session.

see as long as your age limit permits you may apply for state wise government job as well as state government recruitment. however It seems many of the government exam dates are clashing and some times it delays for a longer period, so in that case for verification, the age of the students generally considered as per the data of application, so even if you have selected some of the recruitment and verification delayed and your age passed, you will still eligible for document verification and other rounds.
