Minimum educational requirements
Candidates must possess an equivalent qualification recognised by the Central Government or a graduate degree in any discipline from an accredited university. They must make sure that the passing certificate includes the date when the student earned their degree.
On a provisional basis, prospective applicants may also apply if they are in the final year/semester of their graduation. However, this is subject to the need that they present documentation of their graduation examination success at the time of the interview.

i have completed my 1anf 2nd yr Bsc IT graduation from Mumbai University in 2011,2012 resp. now college is not allowing to complete my 3rd year because of time gap. how can i directly enroll for 3rd year Bsc IT or any other OU which are eligible for government job.

I don't think any university/college will allow you to start your course from the third year after having a gap of nearly 10 years. You cannot as such directly enroll on the course as such, be it B.SC IT or any other relevant program. You need to start your course from the beginning and fulfil the curriculum requirement. Certain universities also have set bars and limits for the completion of the degree in a specific duration. So, you need to start your program from the first year itself.

The scope of government jobs after 10+2 is limiited to that of jobs after graduation, you can apply for SSC CHSL posts except DEO in C&AG, there are also SSC GD Constable, MTS, Stenographer,
there are recruitment of assistants and clerical post in various state and government central organizations for which candidates just need to pass 12th standard from a recognized board, there are also recruitment of group D, clerk posts in RRB, or police constale which you can try for if this interests you.

There are no such rules regarding the Government jobs examination, that the student who have cleared the 10th examination in multiple attempts aren't eligible. Indeed, You are Eligible for pretty much every sort of government job. There are many situations in focal and state government divisions, where top-of-the-line in twelfth standard isn't compulsory. It doesn't make any difference. You want to have a passing rate in instructive capability and that is all there is to it. Rest ultimately depends on you. If you can contend and be the top competitor with the expected imprints in your preferred public authority cutthroat test, it wouldn't make any difference.

All the colleges which come under the Joint Seat Allocation Authority (JoSAA) require the parents of the candidates to furnish an income certificate if the student needs a fee concession, regardless of the job of the parent. So if you are applying for an NIT and you want some concession in fees, then you will have to provide the income certificate of your father.
