B.Tech is not that much required and it is not a matter but you need to maintain a minimum of 65% aggregate or above. Some of the colleges require a minimum aggregate of 60% in B.Tech to give admission to the students. You can write GATE and get a good score in it and if you maintain 60% aggregate CGPA then you can get a seat in good colleges for M.Tech. For IIT's you require 60% aggregate in your B.Tech to get admssion for M.Tech.

you have to be in a good position so that you can make decisions which will bring good days in your village in a great way. Sarpanch is head of the village and the decision maker... he/she has to give permission to go ahead with any proposal. So if you can then go for sarpanch post.

no it might not be a big issue, however it is better to use the name spelling as on 10th board exam mark sheets, my point is you need to use the spelling which is available for most of the documents. now when you will join a office there will be many formality, form filling where you need to write your fathers name, now once it get entered in certain documents it will be difficulty to change all.
so better do any kind of correction before verification process.

You actually have college rankings becoming a business in itself. Lots of publications around the country and not just in India but outside India also have gotten into college rankings because they think that is one way of revenue monetization. For them, college ranking is to increase their revenue and any college ranking which bases itself on perception and not on actual data (By actual data, I mean the data which is submitted to government authority) is most likely to be wrong. So, you should trust college rankings as long as it is a part of NIRF. NIRF is the National Institutional Ranking Framework that the government of India has started. Here every data that is submitted by the college or University is on the affidavit. It can be verified, if it is false/wrong then they will be penalised.
So, firstly, go for NIRF ranking
Secondly, there is a rating out of 4 which is called the NAAC rating. NAAC gives scores from a total of 4 and they also give ratings. NAAC is a very good measure for you.
If you have any two of these with you then you can go ahead.

SEE some of the university and colleges are conducting online classes, however it is totally depends on the respective university, you did not mention your college name, however I suggest you to check the official website of colleges for updates about online exams or classes.
Sorry to say your rank does not meet the cutoff for Tamilnadu State counselling and getting a seat in government colleges for clinicals. But don't loss hope. I suggest you to appear for the Tamilnadu State counselling and give a choice to all the government colleges.
