The basic criteria for this course for UG level is:
Candidates seeking admissions in B.Sc. in Forensic Science or BDS in Forensic Odontology must have passed 10+2 level examination with a minimum of 50 per cent marks in Physics, Chemistry and Biology from a board which is recognized in India. Aspirants may also have to appear for entrance exams like NEET as per the requirements of colleges or universities.

forensic odontologist: Rs 2,50,000-4,00,000
forensic scientist: Rs 1,80,000-3,60,000
investigation officer: Rs 3,15,000-4,50,000
professor: Rs 2,40,000-8,00,000

Masters of Engineering is a 2 years course(4 semesters) post graduate course which can only be done through regular mode that means you have to attend regular college classes and you can not do this course through distance mode.
The eligibility for this course is that you need a graduation degree and minimum 55% marks in it , the admission is done through entrance exam which differs from University to University for example BITS ME , SRMJEE PG , IIITH PGEE etc ,

No, you can't do graduation if you haven't cleared or studied your 12th class. It's very much mandatory to be appeared and passed in class 12th board examinations to take admissions in any college to pursue your graduation. You can't take admission in graduation solely on the basis of 10th certificate, you will be needing your 12th certificate and marksheet everywhere to secure admission in any college. After 10th you can do diploma in engineering but not graduation. Class 12th examination certificate is a must.
If you have done your 12th but you don't have certificate and marksheet please contact your respective college to get the same issued by them.
And if you haven't don't your 12th, then you must do it first in order to take admission in graduation.
