You heard it right.
All the students will be graded on the basis of their percentage in either half yearly or prelim exams in Class 9 and 10. The students who have secured more than 90% will be graded as A-1, those who have scored between 80% or more than 80% but less than 90% will be graded as A, less than 80% but more than or equal to 70% ones will get B grade and then on like this.
Now coming back to your main question, what if someone has less than 40% in their half yearly exam, then you must now that in this case they will be promoted/passed but on their marksheet, it will be written mass promotion. So yes, they will not fail the students.
But please note that this mass promotion rule is only for students of GSEB and not for the not for the odd external students.

see counselling for gujcet will be based on giving 50% weightage to 12th score and 50% weightage to gujcet score. however MSU baroda is one of the top ranked college under gujcet and computer science is one of the most demanding stream right now.
so at this score you have difficult chances for securing cse from general category. if you have reservation than you may have slight chances.

If a student want to become an engineer then CBSE will better for him/her if want to go for NIT/IIT.
If you have doubt about getting admission into NITs then go for GSEB because ACPC's (Admission Committee for Professional Courses) merit counting method will help GSEB student for getting admission into Gujarat's engineering colleges.
In medical line now NEET is apllicable so I will prefer CBSE. In previous days when it was GUJCET as common exam GSEB was more helpful for students to get admission in government medical colleges.

see ACPC registration were supposed to start from second july of 2021, however due to pandemic it has delayed but it is expected that the dates would release soon and application portal would open. so keep an eye on official site and also in careers360 website to get latest updates.
now coming to the cutoff score, it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream etc. since cse is most demanding stream right now cutoff score changes to be increase time to time.
gujcet questions pattern is as follows:
Mathematics - 40 questions
Physics & Chemistry - 40 questions each
Number of Questions in booklet - 120 questions
Marking Scheme - 1 mark for every correct answer
***0.25 marks will be deducted for every wrong answer
so your score should be above of 90 percents, try to secure 100 -110 score in gujcet to get the chances for tier 1 institute. try to avoid getting negative score.
