For SC category, you need to be under 1000 rank to have better chance to get Computer Science branch.

For home state quota, you need to be the citizen of Gujarat . Yes, you will get certain preference during admission, if you are eligible for state quota.

However, I would suggest you to do a little more hard work and you should aim for IITs . IITs have far better records of placements and life opportunities.
