As you have secured 149 marks in neet this year let me tell you that you have less chances to get a seat through normal counselling at ss agarwal homeopathic medical College.
Regarding the management quota it is advised that you should consult the college officials regarding the amount because they are the rightmost person to guide you in this matter.
Regarding cut offs there are various factors considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper .

See if you have domicile of Gujarat then definitely you are eligible for government quota seats in medical colleges of Gujarat but note that being eligible does not ensure your chances of admission in it, that depends only on your rank, so let us discuss it.
See it is quite difficult to help you with the exact list of colleges as the counselling is still under process and the cut-offs keep on changing every year but yes we can provide you the list of colleges that you can get based on previous years cut-off data.
So according to the data, on such rank and category you have very less chances of getting government quota seat in any medical college except that of Zydus Medical College and Hospital, Dahod, because last year the closing rank for EWS candidate was around 111000 for government quota seat but note that you have good chances of getting management quota seats in some medical colleges in Gujarat under state quota according to previous year's cut-off.

Shantabaa Medical College and General Hospital, Amreli
Pramukhswami Medical College, Karamsad
And some more. You can check out previous year's cut-offs from the link given below :-
NEET 2021 Cutoff Gujarat (MBBS/BDS) - Cutoff Out, Government, Ayurveda & Private Colleges (careers360.com)
