Yes , you can prepare for NEET UG examination while doing BDS and appear in neet UG examination and if you get selected you can leave BDS course but yes you will have to pay fees which could range from the fee of a year to an equivalent of four year tution fee at the college. It all depends upon the policy adopted by the state government you should read the neet BDS information bulletin for more details.
Some tips for your neet preparation,
Give NTA mock tests , give 2tests per day but do not forget to review the answers and note the mistakes you did in that test.
Practising previous year questions ,
Reading NCERT textbooks of 11th and 12th standard line by line ,
practicing daily Mcqs,
Revise Formulas of physics
Revsie named reactions of chemistry
Doing all this will help you secure a very good rank .
Make a notebook and add the extra points which you found new.
Revise it Daily .
Study for atleast 6-7hours per day with focus and concentration .

EWS certificate of any state is acceptable as it has followed same guidelines through out India for issuing. So you will not get any problem regarding your EWS certificate.

Your chances of getting Government college for the course of BAMS or BHMS at marks of 231 is difficult because the number of Government colleges is very less as compared to a large number of students.
To get admission in a Government college for BAMS/BHMS course, your score should be above 350 marks. However, it varies from state to state. In some states like Rajasthan, Delhi, Kerala, and Punjab the cutoff may be on the higher side because of less number of seats as well as high competition.
However, you can get admission in private colleges because the numbers of private colleges are more in every state. The annual fee for BAMS/BHMS course is around 1 lakh to 1.5 lakhs. You can choose the college according to your convenience.
Dear candidate if you consider the ongoing cut off trends then in the state of Gujarat with marks around 440, you would not get MBBS College if you are from Unreserved Category, but if you a SC Category student then there remains a chance. But you would get BDS Colleges like:

Yes from 2015 batch onwards, it's of 2 lakh rupees. when you take up admission in Medical Colleges of Gujarat, you need to sign a bond or say solvency that after completing your internship and 5 years mbbs course, if national or state government calls then we will need to provide your service in any of the PHC or CHC as per requirements.
If u don't wanna serve the government then they will deduct this 2 lakh INR from you. Or else you can even postpone the bond service, provided you secure admission in a post graduate medical seat when u r doing internship. Then you need to provide service after your post graduate studies are over.
In signing a bond, 2 things you can do.
1. You can either keep any property of your near relatives like a house or shop or land worth rs. 2,00,000/-
2. You can also do a bank fixed Deposit of rs. 2,00,000/- and give it's papers to the college you have taken admission.
