UPSC doesn't restrict to give your examination in your own language. Gujarati language is an integral part of 8th schedule. Thus you can opt for Gujarati while writing the General studies paper provided you have to attempt the English language as a separate paper. Also you can't opt Gujrati in prelims, it is only applicable for Mains and Interview only.

I don't know about which college you are asking about the placement scenario. In general, for placements, there are no such quota systems. So every category can participate in the placement. Now if you want to know about the highest package then repost your question on career360.com (//career360.com) with the name of the college about which you are asking the package and the placement scenario, we would provide you the answer as soon as possible.
I hope you got my point. All the very best for your future endeavors!
Dear aspirant,
As you have secured 104 marks in cet let me tell you that in these state examinations it is very difficult to predict about the situation because the dynamics gets changed every year.
It depends on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
As per my knowledge the paper was moderately difficult so the cut off should lower down based on above factors.
