On analysing last year's cutoff ranks for IHM courses in PUSA, Delhi we get to know that the opening and closing ranks under obc-ncl category are - 261 and 2168 respectively.

So,according to your rank there is almost no chances of yours to get a seat in this institution. But as 2019 cutoff list is not released so just bope for the best and apply there.

Yes you can avail all the facilities provided on that card. As you have mentioned in question that your father is having canteen card.  The only thing you need to take care of is to make sure the card owner should be present with you at the time of getting in along with his or her id proof. 

Defence canteens also allows civilians to enter on a card issued to authorized person but the only thing is that you have to take that person with you.
