there is no need to pay any extra fees if you have not freezed on a college and have applied for floating status. only after you freeze the college should you pay any extra fees. you can also withdraw at any time in the counseling rounds and withdraw your counseling fees.

UPSC each and every year IAS  PRELIMS. For this year the admit card has already released. The eligibility criteria for this examination is just you should be e an Indian student. Your age should be between 21 to 32 years.. in the education qualification is there is graduation or even if you are in your final year you also can appear.

As you have mentioned that you are in a 5 years integrated course. Until you go to your final year you will not be eligible to give the examination. Don't worry you can prepare from now.
