Gujarat Board of secondary Education administered the higher education in the in Gujarat.
According to rules of this GBSE who get 33% boss in one subject is taken as a pass marks.
In your question you have mentioned that if the repeater in board examination get 25 marks and above in one subject in re examination he will be allowed as a pass candidate only in that specific subject. So your conception about this is true.

Usually join a course midway like from second year is known as lateral entry. But that is an option for diploma holders to join a regular bachelors course , so after completing diploma , you will be eligible for lateral entry into the related course.In your case as you are asking about changing the college in the middle of your BSc course which is not that common and , it depends on the college you are planning to apply in, you need to confirm whether there is a provision for this in that particular college . Likewise you need to clarify with the current college whether they will provide you with the required course leaving certificate and the permission to continue it in another college. There are no specific exams for this process. Usually this is not possible , in such situations , only fresh admission to BSc is the solution, in that case you may have to clear their entrance exam if there is any and you may have to end up dropping one year. However, you may discuss your possibilities with the concerned college authorities . HSC marks will matter to a small extent in case the college insists on that.

You should score minimum 75% aggregate marks if you belong to general category and 65% aggregate marks if you belong to SC/ST category in class 12th or be in top 20 percentile to be eligible to get admission in IITs/NITs/IIITs. The respective boards will declare the top 20 percentile. Percentile is the percentage of candidates who scored equal or less than you. It is difficult to indicate if you are in top 20 percentile or not. But by calculating the marks scored in Mathematics, Physics, Chemistry, English and Hindi the total percentage is 59%. Marks scored in 5 subjects are considered. Considering the percentage you have scored you are not eligible to get admission in NIT or IIIT regardless of your category.
You are not eligible for admission in NITs and IITs as only for 2020 the 75% criteria was pulled down but now minimum 75% aggregate is required to be eligible to get admissions in NITs and IITs. It does not matter which year you have given the HSC exam. For admissions in NITs and IITs in 2021 you will need minimum 75% if you belong to unreserved category and 65% if you belong to reserved category.
The basic qualification required to join the BBA course in India is that you must have cleared 12th or HSC examination in order to get eligible for admission to the BBA program.
It is a three year undergraduate program. The minimum percentage required for admission varies from college to college.
So, if you have cleared your Class 12, then you are eligible for the admission in this course.

Yes you have to fill the form again for 2021 HSc Examination. I assume this is your improvement exam. In case my assumption is correct and this is your improvement exam then yes you would have to fill the form but for improvement Exam purposes. You can confirm it with your school authorities as they would give you the most accurate piece of information.

And the authorities have not yet released any official notification regarding Gujarat State Counselling. So you do have time. Please reach out to the authorities in question and check with them the status of your marks sheet. Your 12th marks sheet is important for you to appear for Counselling.
