There are Some Basic Differences between HRM and HRD:
They are:
1. Human Resource Management is mainly a service function responding to the demands of the organization. But HRD is proactive function.
2. In HRM, salary, wages, incentives and job simplification are considered to be the main motivation. But, HRD deals on job enrichment, job challenge, informal organization, autonomous work groups and creativity for motivating people.
3. Human Resource Management as a set of independents sub-function. And HRD is a subsystem of a larger system of the organization.
4. Human Resource Management is narrow in scope and aims at developing and administering to the people only. But in the HRD, its scope is wider and it aims at developing the total organization. The basic focus of Human Resource Management is on increasing the efficiency of people. But the focus of HRD is on building the right organizational culture.
5. Human Resource Management is main responsibility of the human resource department. But HRD is regarded as the responsibility of all managers in the organization.

First of all, as far in my knowledge, you cannot do PhD in Commerce at all. You can do PhD only in the subject you have specialization or you have awarded Post Graduate degree by any UGC listed AICTE approved University/College in India.
If you have qualified NET in HRM, do apply for PhD in HRM (where there is HRM department) or do PhD in Business Administration selecting any topic of your interest (if you want it to be a HR topic, you may do the same).

Jamia milia islamia conduct an entrance exam for MA in HRM. The syllabus for that includes: General and business studies, English language and logical reasoning.
50% weightage is given to General and business studies and rest of the 50% divides between English and logical reasoning.
You can follow the followings for better preparation:
1) Lucent's genral knowledge
2) R.S. Agarwal for logical reasoning
3) Arihant general English objective
Please have a note of this that the entrance is of total 80 marks and duration for that is 1.5 hours. There is also the negative marking of 1/4th for incorrect answers.
