Foreign Nationals [Foreign passport holder or have either Person of Indian Origin (PIO) or Overseas Citizen of India (OCI) interested in pursuing B.Tech. and Dual Degree have to appear Paper-1 of JEE (Main).
For postgraduate programmes, foreign nationals can seek admission under following categories-
For M.Tech: -Candidates must have qualifying degree from India/Abroad with valid GATE score. - Qualifying degree from Universities abroad/ forwarded by ICCR with GRE score TOEFL, Academic record and Letters of Reference.

IIT Madras is one reputed institute and getting admission in the college is not that easy.
Keeping the previous year cut offs in mind, the cut off generally goes to at least 800. A bit low or a bit less might happen. As M. Tech seats are minimum, you should do a lot of hard work to get this.

As only percentile score is released by NTA so it will be hard to predict rank under BC category.Percentile states only about realtive performance which is common for all not to any category specific.You can take rough idea about rank under general quota using this formula:{100-percentile score}×145386/100.To know your exact rank wait till April.NTA will declares rank after 2nd phase of jee mains exam.I answered assuming your results is of paper2.

Actually you have tagged Indian Institute of Technology in your question . To get admission in this college ,you have to appear in JEE ADVANCED examination if you want to pursue Bachelors in Technology , and if you want to do Masters in Technology then you will have to appear in GATE examination .
