The Administrative, technical and managerial positions associated with Rail transport are usually Categorised as Group A services. The recruitment is through UPSC Exam followed by Mains and Interview. Then there is also IAS and Allied Services Entrance Exam and Indian Engineering Services Exam. Indian Allied Services Exam is conducted by UPSC for Indian Railway Traffic Services, Indian Railway Account Services, Indian Railway Personnel Services, etc. And for Engineering Service Exam, UPSC holds exam for all Group A services of Engineering. yes a computer science graduate can apply in railway rrb junior engineer exam. this year vacancy was for railway office and in accounts departments. from the past several years isro and drdo , two most famous research institute hiring computer science graduates.
however computer science engineers has most vacancy in private sector companies. like tcs, ibm, cts, infosys etc.

The candidates appearing for Railway Exams have to also clear RRB Medical Examination. This RRB Medical Fitness Test is conducted after Aptitude Test and Document Verification Stage once the candidate qualifies the theory exam. If the candidate fails in RRB Medical Test, he or she would not be further eligible for any of the posts in Railway.
Any type of Surgical treatment done for the eye will be considered as medical unfit in the RRB Medical Test.

Railways recruitment board provides job oppurtunities to aspirations from all sections of study. If you are willing to pursue b.tech, you can get a job in RRB Junior engineer, depot material superintentent and junior engineer (information technology) category which have various posts under it catering to different streams of engineering.

I would like to inform you that since you are a railway employee and it seems that you are intersted in doing dipoma , but on a part time basis, you should opt for an open university.
Open university offers you degree without attending any classes on regular basis. You only need to appear for exams.
