There are a number of ways to become an interior designer even if you have taken PCM in class 12th. However, you need to give any one of the entrance exams given below:
1) MRNAT (Manav Rachna National Aptitude Test)
2) NICC Entrance Exam (National Institute of Creative Communication Entrance Exam)
3) Pearl Academy Entrance Exam.
4) SEED (Symbiosis Entrance Exam for Design)
5) IIAD Entrance Exam (Indian Institute of Art and Design Entrance Exam)

It totally depends upon you as in which country do you want to work because learning French is definitely good it is one of the most useful foreign language and will help you to work with clients from the other nations however it won't be completely applicable to use the language you learnt in India, since majority of your clients are still going to be Indians also if you wish to work internationally then learning French will benefit you since you will have edge over other competitors who wish to work abroad but aren't fluent in French or any other foreign language, thus from future perspective anything you do or any skill you learn never goes waste and is beneficial in one way or the other.
