The programming language used by NASA is HAL/S ( high order assembly language / shuttle). It is a realtime aerospace programming language compiler and cross compiler used for aviation technology. For ground operations c, c++, java and python are used.
ISRO uses python for their satellite based operations and remote sensing. In addition to this Java C, C++ etc are also widely used among ISRO programmers/engineers.

M.E and Mtech passed students with 60 percent or 6.45 cgpa are also eligible.

To become a scientist at ISRO, you are required to have Maths and Physics at your +2 level. Then getting admission in IIST (Indian Institute of Space Science and Technology) can be the easiest ticket to get absorbed in ISRO as a scientist/engineer.
However, if you study engineering from any other college, you can still be recruited in ISRO via their recruitment process that they conduct every year.
Now, to answer your second question, i.e. B.Tech Courses that will be best suited for you given the fact you want to be absorbed in ISRO.

Mechanical Engineering is the best option to choose to get into ISRO. It comprises all the field of design, manufacturing, & Engine structures. Now coming to the career options after completing B Tech in mechanical engineering and aerospace engineering. Well aerospace engineers are highly paid professions in the engineering job market. Even though you have chosen PCB stream without mathematics, you can still go for ISRO. If you are able to get admission into IIST then it paves the way for you to get into ISRO. You just need to clear ISAT entrace exam after 10+2 class. But kinldy note that the entrance exam contains questions related to mathematics, so you definitely need to study maths for clearing the exam. This is the only option as far as I know to get admission into IIST or ISRO.

The pay scale for ISRO engineer/ scientist is around from 50,000- 1,00,000 Basic
Also they get extra allowances and perks with this.

You can apply for ISRO after your engineering degree and you must have at least secured 65% marks. ISRO centralised recruitment board select applicants for the post of scientist / engineer in the following manner:
