As per your question, you have completed ITI course, and you are absolutely eligible for the RRB ALP exam, and you can apply for the same without a second thought and can easily get the job, once you qualify the exam. This will be a great option if you get selected.
However, if you strongly wish to pursue Btech course, then you can go towards the same. According to me, you can first join the Btech course and later on give the RRB ALP exam, if you prioritize the Btech course.

NO, after completing Btech, it is not possible to get ITI admission. ITI stands for Industrial Training Institute and it offers vocational training programs in various trades.
ITI programs are pursued after completing 10th grade so BTech and diploma holders won't be considered for ITI posts.
