Candidates will have three option available after the seat allotment. These Are as follows:
Freeze - When the candidate is satisfied with the allotted seat and does not wish to participate in the further rounds of counselling.
Float - When the candidate is satisfied with the seat but would like to be considered for other institutes during the future rounds of seat allocation.
Slide - When the candidate has accepted the seat allotted but is also open for admission into a higher preferred course in the same institute.
You should go for slide option if you want different branch in same institutes.
If you're happy with alloted seat and want higher preferable seat in other institutes then you should opt for Float option.

See there are two main questions, first is can you apply? the answer to that will be yes you can it is allowed.
Now the second one is will it be of any use? The answer to that will be NO, at 58 percentile you don't stand any chance of getting CSE in NSUT/DTU/IGDTUW/III-D, as all of those colleges are really the premium colleges of India, and at 58 percentile getting CSE in these colleges is not difficult but impossible, it might sound harsh but that is the truth, at that percentile you don't stand a chance to get into these institutions.
However there are colleges that do offer admissions at your percentile and you can check them using following tool.

Hello dear, if you have registered as an OBC candidate you should have updated OBC-NCL certificate from respective authorities dated on 31st March,2022 or after. You can apply for new OBC-NCL certificate or else you will be considered as a general candidates only.
The Kalal, Kalwar and Kalar castes/communities have been included in theCentral List of OBCs in the States of Bihar (as Kalwar, Kalal), Delhi(as Kalwar),Gujarat (as Kalal), Madhya Pradesh (as Kalal, Kalar), Maharashtra (as Kalal,Kalar), Orissa (as Kalwar), Rajasthan (as Kalal), Uttar Pradesh (as Kalal, Kalwar,Kalar) and West Bengal (as Kalwar). The subject matter of inclusion of castes/communities in the State list for OBCs is however dealt with by therespective State Governments and a separate list is brought out by each State.

Honestly it would be difficult to get cse branch in the colleges considering only top colleges but if you are ok with a bit lower colleges then you have chances to get ece and electronics branch . However there are certain conditions like choices filled by the candidates, number of vacant seats in college, previous years cut offs that govern the cut offs.
I would suggest you to take other private entrance examination to be on a safe side .

Congratulations for your result. It is quite difficult to predict the exact college as the cutoff changes every year. But yes we can predict on the basis on previous year trends.
With AIR 45188, you won't be able to get top branches like CSE and IT in JAC counselling but yes you can get top colleges with lower branch. In order to get a CSE seat you need to score at least 30k rank. If you want to check the JAC counselling cutoff you can visit the link given below:
