Dear Jabir,
I guess that you are speaking about Jamia University. In Jamia University the main and only existing difference between regular courses and self financed courses is in the fees structure. Regular course is aided by the Government of India and the university doesn't have to put their own fund to teach you and provide facilities like hostel, sports, complex, hostel, etc. In self financed this are provided by the University itself spending it's own funds and thus the fees os self financed course is more. Hope this clears your doubt.

As per your question i would say that the Haryana Council for open schooling never comit to everyone for further study and employment. The courses offered are only for knowledge and wisdom. The certificates are valid and you can try for higher studies in universities. Based on your marks and cutoff you have to appear for entrance exams and get into the admission procedure if selected.
