Jammu and Kashmir Government today clarified that provision of reservation for Economically Weaker Sections (EWSs) for the residents of Jammu and Kashmir is available in jobs and admission to Educational Institutions at Union territory level on the pattern of Centre.

Yes, Your EWS certificate will be completely valid provided you are able to produce it at the time of Counseling for seat allotment. So you shouldn't worry about it.
----- Many students couldn't provide Category certificate at the time of NEET -2022 Registration, and they were given option to get their certificate made and produce it at the time of Counseling.

With 330 Marks out of 720 in NEET (UG) 2022, you are not at all eligible to get Government Medical Colleges either for MBBS or BDS.
There are only two Dental Colleges in Jammu & Kashmir :-
Institute of Dental Sciences is a Private Dental College of Jammu and Kashmir and the fees for the same is nearly 14 Lakhs which is absolutely very high. If you are still willing to pursue BDS from Jammu and Kashmir, you may go for it.

Since you have completed your 12th from Delhi, there are less chances of you getting to claim the Kashmir domicile for NEET UG 2022.
Here is the eligibility criteria - The following NEET domicile requirements must be met by applicants for JK MBBS/BDS admission in the UT of Jammu & Kashmir and Ladakh:
- The candidate must be a resident of the UT of J&K or Ladakh, as applicable;
- Additionally, a candidate must have earned a passing grade in English, Physics, Chemistry, and Biology in the state's upper secondary Part II (Class 12) or an equivalent exam from a recognized statutory Board or university.

At your Marks of 310 out of 720, chances to get any MBBS Seat in Government Medical Colleges across India are less . It would be better if start looking for these options :-
The above answer is made in favour of General/Open Category. Since you have not mentioned your Category in the question, you may get MBBS Seat in any Government Medical Colleges if you belong to OBC/SC/ST.
Coming to point of Domicile, you have can be Domicile of any 1 State across India. For that you have to make Domicile Certificate from Government Office. To make Domicile Certificate, you have to give your both 10th and 12th from the same state and must be residing in the same place for more than 8 - 10 years. So, you may either belong to Maharashtra or Jammu and Kashmir and not both.

As per your mentioned query yes, if you are applying for any national level entrance examination then you can choose any exam centre national wide. But there is a condition that your preferred exam city should be listed as the exam city centre for the examination.

According to new rules in introduced in 2004 for reservation policy of Jammu and Kashmir it has envisaged 50% reservation for girls student in every national entrance test through which they can take admission in MBBS & BDS courses. All the act of 2004 of reservation policy of j and K has been reformed still there is the policy of reservation for girls student in Neet exam in the percentage of 50%. In all national . Level entrance tests for taking admission in MBBS, BDS or engineering courses girls student of j and K have the reservation of 50% of seats available in the state.
