Yes you are eligible,As per the eligibility criteria the candidate must complete 17 years of age on or before 31st December 2019 the minimum age to appear for NEET is 17 years there for a candidate born before 1st of January 2003 is eligible to appear for NEET since you born before the date mentioned there for you are eligible to appear for NEET 2019.
