You have a great rank in jee main you would get NIT and branch of your choice , but your jee advanced rank is also decent you may take a old IIT with a inferior branch and then work hard there for good cgpa so that you can upgrade your branch

can i get cse in any of IITs established in 2008 or lower. my rank is 7310 in jee advanced bcz people say cutoffs will drop this year.

Very tough chance to get CSE in iits established in 2008. But u can go for other core branches .

You have less chances to get into any top/good branch or college based on your score in mains and advanced.
You can try in private colleges of other state like UP, Rajasthan, Haryana etc..
