You can see, your rank lies between cutoff for NIT Patna, but cutoff changes every year so we cannot surely say anything. So as per the information shared by you, it is difficult to predict which college you might get,since the counselling has not yet been started
However,seeing the previous trend of Cutoffs at various NITs/GFTSs under JEE MAIN Paper 2 under the OBC-NCL category , it might be very difficult for you to get into any NITs under JoSAA .
But , you can get into colleges like BIT MESRA,AMITY,SRM, MANIPAL Ins. Using your JEE Mains marksheet/scorecared.
Also it is advised to you to also fill up the forms for state level counselling as well as some private colleges like SRM,Manipl etc. Which accept JEE Main scores as admission criteria.

You haven't mention your category. It is important to mention your category because different category has different cutoff.
According to your rank , it is difficult to find NIT . For getting NIT rank should be below than 10K and your rank is above than 10k so it is difficult to find NIT. But don't worry , there are some other college that you may get.

According to your marks and category their is very difficult to get any best nit. But you have to go for state counseling also to get seat in better college of your state. But the prediction is based on previous year trend and trend is changing every year so you have to go for the counseling till the last round.

College is not only based on your percentile it is also based on your category and state from which you belong and in which state you want to take admission because state quota is also applicable. So without these information i am not able to suggest any college. There is no provision for JEE ADVANCED in Qualification for JEE MAINS PAPER-2. For JEE advanced you need to attend the Jee paper 1(compulsory) . However if you want to pursue you career in architecture at IITs then you need to first qualify jee mains paper 1 ,then need to appear and qualify for Jee Advance exam and then sit for Architecture aptitude test(AAT) Conducted by IITs. Its basically a three step process.
Now, If you have achieved 8500 rank in jee main paper 2 ,you can definitely apply for NITs using JoSAA counselling. However it may be diffcult to say whether you may get any NITs with this percentile(if you are general category student) since they usually have a cutoff of around 97-98 percentile.
