Hi, yes you can not do CSIR in Environmental Science but you can appear for UGC NET in Environmental sciences or CSIR NET Earth sciences. It is recommended to appear for same stream as the one you had taken up in your Masters program. UGC NET is preferred if you wish to do your Ph.D. you can get scholarships as well on that. Yes, definitely you can pursue the PhD degree without qualifying CSIR JRF, but you will have to qualify the written tests and interviews of the respective Universities of Institutes. In this case, unless you have a sponsor the entire expenses of pursuing PhD shall have to be fulfilledby you. The advantage of qualifying for JRF is that you will be funded as a scholarship or researcher by the government or institution through your PhD. This is very commendable. There is no minimum age prescribed as per the CSIR NET. So you need to complete your Masters program or atleast your Bachelors program in order to be eligible for the examination. So you will need this criterions to be satisfied. The upper age limit if 28 years of age with 5 years relaxation for the Females.

First of all CSIR NET is conducted for mainly science stream as in discipline of physical science, mathematical science, chemical science, earth science, biological science, if you intend to appear for CSIR NET then you can appear for JRF or both that is JRF as well as Lectureship/Assistant Professor,
If you only opt for JRF, and qualify the same, then you can pursue higher studies as well as go for lectureship, in case of CSIR NET candidates who qualify JRF get monthly stipend of Rs 25000 for first two years, and Rs 28000 for the next three years, the scores of JRF remain valid for two years, once you qualify CSIR NET JRF then you don't need to appear for entrance test of any university if you're seeking PhD admission, you can directly go to interview process,
