KEA hasnt't yet released the counselling schedule for the session 2020. There will be 2 Rounds and a Mop up round for admission to 6577 MBBS seats and 2674 BDS seats. The registration process might begin tentatively in the 2nd or 3rd weeks of November. KEA will first release the seat matrix and then the registration process begins. To be eligible for the special reservation in KEA counselling you have to:

Reperesent the country and win medals / cups in SUPER-A Games during the five-year period of study in Karnataka between 8th and 12th standards

or

Respresent Karnataka in any sports / games in ‘B-Games’ during the five-year period of study in Karnataka between 8th and 12th standards.

Secondary certificate you have mentioned is the Secondary School Leaving Certificate (SSLC) is your 10th marks card. In Karnataka state board schools, 10th board examinations are referred to as SSLC. If you have studied in a CBSE school, you will have to submit your CBSE 10th standard's marks card instead of Secondary school certificate.
