Here is the eligibility criteria - The following NEET domicile requirements must be met by applicants for JK MBBS/BDS admission in the UT of Jammu & Kashmir and Ladakh:
- The candidate must be a resident of the UT of J&K or Ladakh, as applicable;
- Additionally, a candidate must have earned a passing grade in English, Physics, Chemistry, and Biology in the state's upper secondary Part II (Class 12) or an equivalent exam from a recognized statutory Board or university.

You should be domicile holder of kashmir, If you want to apply through Kashmiri migrant quota for getting admission into medical colleges in Karnataka.
You considered as domicile holder of state only if you had done your class 10th and 12th, or most importantly class 12th from Kashmir. Another important criteria for a domicile holder is that you should be a permanent resident of that state.

With this self-declaration, the candidate is eligible to participate in the 15% All-India quota counseling in all states. These candidates are eligible for Jammu and Kashmir's 85 percent state quota counseling.
There are three total government colleges in the state of Uttarakhand. Only a seat is allotted to the Kashmiri migrant candidates in each college.
1. Government Medical College of Haldwani
2. Government Medical College of Dehradun
3. Himalayan Institute of Medical Sciences, Dehradun
From the information I have gathered, every college in Karnataka also has few seats for Kashmiri migrants. However, you may want to contact the college authorities for the same.

In the states of Karnataka medical colleges one seat each is reserved for migrant Kashmiri students. Migrant Kashmir students who appeared for Neet ug exam has the requisite qualification as per norms of NTA and MCC and have secured at least 400 marks in Neet ug exam will be eligible for taking admission in Karnataka state MBBS colleges. This cut off marks vary from 400 to 450 according to the importance of the medical college in a state of Karnataka
