Yes, you can take admission in b.tech and b.arch college offline.Most of the private colleges are providing admission in offline form. You are required to visit these colleges personally and satisfy their eligibility criteria to take admission. However , if you are targeting a good government college, then you should appear for competitive exam like jee mains and JEE advanced, comedk , bitstat, etc. As per your course.

Considering the previous year cut off you do not have chances to get seat in B.Arch in NITs, IIITs and GFTIs. The cut off was as follows for OPEN category under other state category in CSAB Round 2 counselling

Cut off depends on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc. So it may increase or decrease this year based on above mentioned factors.
