Basically cutoffs changes each and every Year as it is volatile figure. It depends upon various factors like, Number of students appearing for the exam, difficulty level of the paper, etc.
But in general if you consider the KLU entrance exam this year then nearly 32k students appeared for the exam. If you want CSE then you will have to get a rank under 6500, then only you can get Guntur Campus. Otherwise you will have choose Hyderabad Campus.

KLEEE 2020 is a University level engineering entrance examination. From all over India, more than 35,000 (35k -40k) students appear for this KLEEE exam every year. Also, b.tech admission in KL University is granted on the basis of KLEEE exam, JEE Main, JEE Advanced, state level engineering entrance exam in India, and merit in sports / cultural activities. The university also accepts Uni-GAUGE score.

B.tech is a four years undergraduate course in engineering. It has four semester. Without any concession the For b.tech mechanical engineering the fee structure at klu is -
1st year - 240000
Second year - 225,000
Third year - 225,000
Fourth year - 225,000

Generally cutoffs changes every year but if you consider previous year cutoffs then you can easily get CSE in Guntur Campus.
Last year the closing rank for cse was around 6k. So, with your rank you can easily get CSE.
Coming to the fee issue then let me tell you, if your rank would have been under 500 you would have been eligible for the concession.
