Below are the penalties that every candidate have to give in order if he/she leaves the tenure of MD PG Seat ( the penalties may vary according to different sates):
1. Institutes often make a candidate sign a legal bond of a certain amount (which may be 5 lakhs or more). For non completion of tenure and lapsing of the PG seat, you will have to pay the amount.
2. Non completionof tenure as a junior resident and vacating the seat have a penalty of rs 10 lakh each.
3. If you leave a seat mid way through your course, you will not be eligible for NEET PG through state quota for two subsequent years
Further, YES, you can give following NEET PG Exam, through AIQ, but it is important to note that you will again start your MD/MS journey from the beginning.

Yes you can prepare for NEET after being yourself enrolled in any college or course. So better is to go for whatever your like.
And yes you can leave the course without any issue until or unless there is no bond criteria. Or any need of paying fees for leaving a seat.
See, if such criteria is there then you should think twice. Otherwise you are free to do whatever you like.

As you might be aware that now almost all medical course make you fill or penalty affidavit so that you cannot leave that particular seat. Most of the college charge whole course fee as penalty to get back your original documents which you will be submitting during admission process. And all this particular info you will get from college office itself. It's rare that you will find online.
So for time being now, they will also charge penalty if you leave in mid or anytime of the course as you will be spoiling a seat. In most college's it's whole course fee which is charge as penalty so chance are High that here also they will charge the same.

If you take admission in a Government BHMS college then you have to sign a indemnity bond which will say that if you leave the course midway (for not so critical circumstances) then will have to pay some amount of money (amount will be mentioned in the Bond) after that only you will get the certificates and can join the MBBS course.
