As you have asked i want to inform you that yes you can apply for mbbs unless and until you have signed the bond that you need or required to pay the whole year fees if you leave in between. If not signed or filled the bond then you can leave the collge and opt for the mbbs seat.

You have not mentioned regarding which counselling your query is about. If you are query is regarding NEET counselling then yes you can leave the seat. The Medical Counselling Committee (MCC) will conduct the NEET UG 2021 counselling in the online mode for admission to MBBS, BDS, AYUSH, BVSc & AH and BSc Nursing courses. If a candidate allotted a seat in round 1 does not report/join the allotted college, he/she would not be penalized. Such candidates will be eligible for subsequent rounds.
Medical students in Haryana who quit their course in midway will have to shell out up to 7.5 lakhs under new policy,
Post graduate students who quit their course before completion will also be barred from seeking admission to another institute for the next three years, a medical education and research department spokesperson said.

You can leave the course in the middle provided you must pay the entire course fee or course fee of that particular semester or year depending on the guidelines of the institute in which you are studying. All your original documents except class 10th transfer certificate will be returned to you. To know the process to discontinue the course please contact the concerned authority in the administration office of your institute. The concerned authority shall assist you in this regard.

Yes dear , you will get your documents back if you leave your college in the middle of 2nd semester.
As you have to just follow some protocols of your respective college and you have to write an application in which you have to mention your genuine reason for leaving the college and also mention to bring back your original documents.
Then , it will take some time to complete this procedure , whenever the authority will approve your application you will get your original documents back .

First of all I would advise you to bring this matter to your parents and tell them that you aren't able to prepare for the NEET EXAMINATION simultaneously with your boards preparation and with the local tution and you wish to leave the tution.
Also it would be completely fine if you can prepare yourself for the entrance examination and the board examination by yourself.

As you mentioned about your problem I can totally understand the situation because I have gone through it. But I would suggest you to atleast complete your b.tech degree by any means because you are 2nd year engineering student. Just complete it for the sake of the degree. It doesn't matter even if you will not be placed. Then after completion of the degree kindly go for the masters degree in your field or the subject you like. You can also give iit jam for it.
You can also pursue the MS degree in abroad. There are much opportunities and streams and you can do it quite efficiently over there.
